bigad shaban is in chicago, president obama's home city. bigad. >> reporter: the president's return here to chicago comes after two days of intense campaigning in the battleground states of ohio, florida, wisconsin, new hampshire and colorado. his tour ended with an emotional campaign speech in iowa. reporter: president obama is spending election day in chicago. he cast his ballot there during early voting almost two weeks ago. the president wrapped up his campaign in des moines last night just steps away from his iowa headquarters during his first presidential bid in 2008. president obama made one final plea for votes in the critical battleground state. >> after all the months of campaigning, after all the rallies, after the millions of dollars of ads, it all comes down to you. it's out of my hands. >> reporter: president obama plans to continue his election day tradition of playing basketball with friends. i'm bigad shaban in chicago.

i'm randall pinkston in boston. underscoring just how close this election is expected to be, the first town of the nation to vote ended in a tie. >> this has never happened before in dixville. we have a tie. >> reporter: margaret dixon, new dixville notch, new hampshire, gave five votes each to president and mitt romney. romney will vote and then hit the campaign trail rallying supporters in cleveland and pittsburg to get them out to the polls. romney said momentum is on his side. >> these last months of our campaign have seen the gathering of strength of a real movement across this country. >> yes, sir! >> it's evident by the size of these crowds like this tonight, my goodness. [ applause and cheers ] >> reporter: romney says he will deliver the change the president promised but failed to do. another location in new

hampshire ee linked, president obama 23, mitt romney 9 and a libertarian got 1 vote. back to you. >> thank you. in just about 30 minutes ago, vice president joe biden and his wife jill biden cast their votes in delaware. there's also a big battle over control of the u.s. senate. democrats currently hold a 51- 47 edge over the republicans with the two independents caucusing with the democrats. now, the race to watch include the bay state of massachusetts where polls show republican incumbent scott brown is in a very tight race with democrat liz when warren and in missouri democratic incumbent claire mccaskill facing a tough challenge from republican richard mourdock despite his comments last week about rape. 33 senate seats up for grabs with races in several states that could go either way. several states have ballot propositions dealing with controversial social issues. four states have measures with immigration, marijuana-related measures to be decided in six

states, and three states have propositions dealing with same- sex marriage. less than two hours before polls open in california but many people have already voted. cbs 5 reporter cate caugiran is at the alameda county registrar of voters. good morning. >> reporter: good morning. yes, we were here yesterday and we saw that steady stream of voters coming in and out of the alameda county courthouse yesterday. like you said, polls will open in just about a couple of hours. but voters decided to get a head start. about 800,000 did. we're talking just about the population of san francisco and the majority of voters we spoke to yesterday were highly passionate about this election. and they told us it was a main motivation to bring them out earlier. >> i have been calling my friends, family and coworkers to do this. it will help us to move forward. >> whatever people's attitudes

are. i'm not mad, i'm not going top happy, not going to stop me from getting up in the morning and doing what i need to do. >> reporter: as far as voter numbers go about half of california voters are expected to vote by mail this election. and that's an 8% jump from the 2008 election. although we didn't see the same last-minute registration surge that we saw in 2008, but california does have a record 18.2 million registered voters and that's up about 940,000 from four years ago. again, michelle, frank, polls will open at 7:00. bring a valid id if you are still holding on to one of those mail-in ballots. remember, you cannot mail them in today. if you want to submit those you have to bring them to a polling place or a registrar's office. cate caugiran, cbs 5. >> thank you. we have no excuse to vote at least weather-wise because it's supposed to be beautiful today. >> going to be gorgeous. no rain to keep from us going to the polls. that's for certain. looks like it will be dry everywhere you go.

temperatures heating up probably near record levels in some parts of the bay area. outside patchy fog showing up in the north bay valleys. otherwise clear. temperatures 48 degrees in fairfield 60 in pacifica and 61 in san francisco. high pressure holding on for one more day and what a day it's going to be all the way to the coastline. after that things begin to change. that sea breeze kicking in. temperatures will be something embassy. records set on this date into the 80s today. maybe eclipsing that point in a couple of spots. redwood city could see a record of 81, 81 can also be a record in san jose. the other temperatures will fall short, still a beautiful day outside, elizabeth. >> not too bad. here's a live look at the golden gate bridge where everything is flowing nicely if your commute takes you out of marin towards san francisco you can see a few cars right now making their way towards doyle drive. you will find some areas of overnight roadwork northbound 101 from the waldo turn towards sir francis drake. the other bridges here's a live look up the incline section of

the bay bridge up the upper deck. no metering lights so you can see green on the sensors westbound and eastbound 80 and looks like they just reopened the ramp from northbound 280 to southbound 101. it was scheduled to wrap up around 5:00 so that's great news going into and out of san francisco. no longer any delays. we have a bit of a delay not much but all lanes blocked in eastbound 4 at loveridge. they are using those detours to get by. this is ongoing roadwork they do across that stretch. the good news in the commute direction westbound through antioch looks great no delay at all, all the way through pittsburg-bay point and concord. quick look at the south bay with the silicon valley ride westbound 237. it's off to a nice start all the way towards san jose. that is a check of your "timesaver traffic." back to you guys. >> thank you. 5:07. while the presidential campaigns focus their efforts on other states, it's believed more than half a billion dollars has been spent on campaigns right here in california. the "l.a. times" says this election will rank among the top in state

history for campaign spending even without the governor's office or some other top state races in play. two wealthy california siblings they are digging deep into their pockets to make sure their ballot initiatives win today. charles munger pumped tens of millions of dollars into supporting prop 32 to stop unions from using payroll deducted funds for political purposes. and his sister molly spent $47 million supporting prop 38 which would raise taxes for education. one of the most contentious statewide issues in california is proposition 30, governor brown's plan for temporary tax hikes to reduce the state deficit. cbs 5's elissa harrington joins us from the newsroom with more on the last-minute campaigning. good morning. >> reporter: good morning. prop 30 needs a majority to pass. and recently it dipped below 50% in the polls. that sent governor brown on a last-minute swing traveling up and down the state holding rallies, making calls from phone banks and using social media to get more backers of

the initiative. here he is in san francisco. >> keep the california dream alive, yes on 30, thanks. [ applause and cheers ] >> reporter: proposition 30 called for a seven year hike on income taxes for those who earn more than a quarter million dollars per year. it would also raise the state sales tax by a quarter cent for four years. it would bring in an estimated $6 billion a year. if prop 30 loses it would trigger automatic deep spending cuts to k through 12 schools, community colleges and state universities. senator dianne feinstein joined brown at a rally in san francisco. >> 27 billion of red ink. that was the debt. and we have slashed -- we have -- i mean, it's amazing! >> reporter: the governor mentioned a doomsday scenario. do you see that happening if it doesn't pass? >> i'm not going to predict doom for this state because i just will never do that. but i think it could be a very

rough go. >> reporter: some of those against prop 30 don't want another tax hike and say there is no guarantee where the money will go. one of the biggest supporters is the california teachers association. elissa harrington, cbs 5. there are several other major propositions on the ballots statewide. prop 32 calls for more restrictions on political contributions by labor unions. they would not be able to use money from members' payroll deductions. prop 34 would repeal california's death penalty maximum punishment in the state then would be life in prison without parole. supporters say the legal procedures for capital punishment are too costly. and it's been years since anyone in the state has been executed. prop 36 is another crime and punishment measure. it would revise california's "three strikes" law to impose a life sentence only when the third felony conviction is for a serious or violent crime. prop 37 has to do with the

and we are going to traffic, i guess, right? >> let's check on the roads with elizabeth. >> if the astronauts vote, we have no excuse. here's a live look outside. here's a look at the san mateo bridge where people are off to an early start. you can see a lot of cars already on the road and that westbound 92 ride that's the right side of your screen. so we just checked the drive time. my producer and i. 14 minutes between hayward and foster city. so looks good over the high- rise. to our maps we are following a couple of different accidents. nothing causing any huge delays but just a heads up. northbound 101 approaching oakland road. there is an accident a car hit the guardrail so there is some guardrail damage in the area. apparently some of the traffic lights may be out in the neighborhood so anyway, northbound 101 the left lane appears to be blocked but again it's so early it's not causing any major problems. through oakland this is a live look near the oakland coliseum. a little farther south northbound 880 approaching a street we have an accident already off to the right-hand shoulder. so obviously that's not doing much to the morning drive. if you have an early-morning flight to catch, you'red

hadding along the peninsula, head -- you're heading along the peninsula to sfo, free and clear heading into and out of san francisco. 280 looks pretty good. we are seeing a little bit of slowing on our sensors. they were wrapping up overnight roadwork on the northbound 280 to southbound 101 connector. that may be the reasons why we're seeing a little slowing on our sensors. otherwise, drive times in the east bay still free and clear including up the nimitz. no delay at all if you are coming through the caldecott tunnel westbound 24, 13 minutes heading out towards oakland from walnut creek. and mass transit nothing really to speak of. so if you want to use bart, good morning to do it no delay systemwide. ace train number one. bart, ace, muni, caltrain and your ferries all on time. that's a check of your "timesaver traffic." it looks like we have another gorgeous day in store, here's lawrence with the morning forecast. >> elizabeth, had a chance to sneak out to the beach yesterday, it was gorgeous. it will be gorgeous there again today.

a lot of sunshine coming our way. a few more records possibly to be set today. 50s right now in the bay area. we are seeing patchy fog in the north bay otherwise clear. toward the afternoon sunny skies and cooler temperatures than yesterday but close enough well above average. mid-80s the warmest spots inland. lots of 70s inside the bay and 70s at the coast. that ridge of high pressure bringing you more sunshine for today. but you already begin to see this low developing off the coastline. eventually that moves closer than that sea breeze changes and we cool things down big time tomorrow. but one more day today of lots of sunshine and maybe some record-breaking temperatures. looks like by late in the day though the clouds begin to gather along the coastline. and as we head toward the evening hours more clouds begin to sweep onshore. that's the site of the sea breeze kicking in so cooler weather tomorrow. sfo looking good. you have to fly out of there? should be fine. traveling across the country,

taking steps to make sure everyone can vote to. despite many challenges created by the storm sandy, both states are allowing people to cast ballots at any polling place they would like. there are shuttling to get people to the polls and ballots are being sent to emergency shelters, as well. the death of a baby boy has prompted the arrest of three people at a daycare center in san rafael. police arrested the owner of the magic place children's center and two of her employees yesterday afternoon. they were booked on suspicion of involuntary manslaughter. two weeks ago a four-month-old boy died. the coroner says he suffocated accidentally in bedding. the former principal of an elementary school has been found guilty on the rare charge of failing to report suspected sexual abuse. a jury convicted lyn vijkayendran yesterday at the san jose hall of justice. she was principal at o.b. whaley elementary school last year when an 8-year-old girl gave her vivid details about an incident involving a teacher. the judge citing vijkayendran's

otherwise spotless record sentenced her to two years' probation and community service. >> she stuck her head in the sand when she should have been pulling the alarms. >> the teacher craig chandler is it now charged with committing lewd acts on five children. he is in jail ait was trial. a man admits he smashed the window of a muni bus after the giants world series vic trip. that would be 22-year-old gregory graniss asking for forgiveness yesterday from the public who identified him after a social media manhunt last week. he pleaded not guilty to two felony counts yesterday. graniss says he is ashamed and hopes to make amends after the windshield was smashed. other vandals set fire to the bus. it's 5:20 right now. out of the shadows, what we're learning about the anonymous donors against prop 30. >> plus, one successful half court shot in the nba? well, that's rare enough. two that's worth the play of the day. it's coming your way next. what's cool about your

today in ohio and pennsylvania. >> but first he feel vote in just about five minutes from now in belmont, massachusetts, right outside of boston. cbs reporter randall pinkston is covering romney's campaign. >> reporter: good morning. >> the governor is planning some campaigning today on election day. was that always the plan or was that a last-minute decision? >> reporter: with this campaign, this entire election being as tight as it has been, it was always the plan for him to run it right up to the wire. now, what was not in the plan was for him to go to pennsylvania for most of this campaign. it has been thought that pennsylvania was safely in democrat hands but the republicans have seen an opening there and so romney is going to be visiting pennsylvania today, hoping to take that out of the democrat column. if he does that, that's a big problem for president obama.

>> i'm surprised governor romney still has a voice. the two candidates have gone unbelievably hard the last couple of weeks. what has he been saying to the voters on this final, the final days of the campaign? >> reporter: certainly the key message from mitt romney has been change. a real change. he says he has been able to produce change in his past jobs and he can do it again. he is also saying that america cannot afford four more years of what the republicans describe as a failed administration by president obama. mitt romney has been using a teleprompter keeping his remarks on script for most of his appearances over the past few days and so perhaps that has helped preserve his voice. >> randall, we know president obama will be in chicago awaiting the results tonight. do we know any details about what the romneys will do? >> reporter: they are expected to return to watch their

correct? >> it is. we come in this morning at 5:00. we'll be here all day. if we're lucky we'll get home later and come back early tomorrow. >> reporter: we were here yesterday and we saw a steady stream of early voters. tell us about the crowds you have seen so far. >> it's great. we have had a steady stream of people coming in to vote. we were open on saturday and sunday and had up to 3,000 people come in and vote. nothing like four years ago. four years ago we had thousands upon thousands. and we just haven't seen that same level of excitement. >> reporter: i completely agree. that's the same sentiment i heard from voters. another thing that i want to bring up is voting by mail. a big statistic we have heard is more than half of california voters are expected to vote by mail and yesterday you brought up an important thing that now they actually if they still have those ballots they can't do that, is that correct? >> yeah. it's too late. please whoever has a vote by mail ballot do not put it in the mail. it has to be in our possession

the stock market has returned 7.1% annually under democratic presidents. and just 3% under republicans. over the past four years, we have actually seen one of the strongest stock market rallies since 1928! the s&p is up 75%. that's about 18% annualized. now, look, everyone out there, remember, past performance is not an indicator of future results. please don't go out and start buying and selling in your retirement account based on these statistics. >> s of just walking out the door. [ laughter ] >> are there certain sectors that do better depending on the republican versus the democrats? >> reporter: i think this is where there are some interesting opportunities. a romney win would be positive for banks and financial companies because he has said he would like to ease up a lot of the regulatory reforms. he also said he wanted to increase defense spending so defense sector would do well. energy sector might benefit. two areas that are really interesting, managed healthcare

and medical device makers are two sectors subject to an excise tax under obamacare. mr. romney said he would repeal the affordable care act so those two sectors would see a huge pop if he were to be president tomorrow morning. now, conversely if president obama wins re-election, i would look at alternative energy stocks. i think they will be back in the spotlight and with the affordable care act safe and sound, i think hospital and health insurance companies could see a great benefit. now, all this is fun and games, right? but you want to know how does this affect your life? on moneywatch.com we have crunched the numbers and answer your burning questions. is your portfolio better off than it was four years ago? >> all right. well, can't wait to see. jill schlesinger, editor at large for cbsmoneywatch.com, thank you. it is a challenging day for election officials in new york and new jersey. they are trying to make sure victims of sandy are able to vote. people in both states are being allowed to cast ballots at any

polling place. ballots are being distributed to some emergency shelters, as well. shuttle buses taking people to polling places. the weather turning bad again hit by sandy last week. another big storm, a nor'easter is brewing, expected to hit new jersey and new york tomorrow. heavy winds and rain. that would be a problem to power crews restore electricity to over a million customers. hopefully it will stay offshore. >> there is hope. the latest computer models show the core of the low staying further off of the coastline. if that happens they won't be pelted with heavy winds and looks like the rain. in the bay area basking in record-breaking heat lots of sunshine outside coming our way. and well today it will happen

again. mostly clear start. we have a couple of patches of ground fog showing up in the north bay vally . temperatures in the 50s this afternoon. here we go with the 80s. 70s inside the bay. and beautiful 70s at the coast. so we have one more day of high pressure holding on here. you see this low developing in the gulf of alaska. looks like they could squeeze in a more record-breaking classes. look at this. the sea breeze kicks in and overnight tonight low clouds and fog begin to surge back onshore. that means some much cooler temperatures as we look toward tomorrow. around the state should be a great travel day. 81 in redding. 68 lake tahoe. 78 degrees and sunny, around our bay 80 santa clara, 82 palo alto. 75 half moon bay and 77 in hayward. plenty of 80s showing up in the east bay valleys. this will be it.

they will see much cooler temperatures toward tomorrow. enjoy that sunshine today. next couple of days the sea breeze kicks in. temperatures take a dive. chance of showers maybe a dusting of snow across the tops of some of our mountains. then it looks like a return to dryer weather and warmer weather as we head in toward the latter part of the next weekend. let's check on the roads now with elizabeth. >> thanks, lawrence. everything is nice and dry as we mentioned. so far, so good if you are crossing the bay bridge toll plaza. maybe some slight delays not too bad though. you can see it in a couple of those outer cash lanes. the fastrak the middle lanes are still getting by okay. so no big delays, the metering lights haven't been turned on yet. to our maps and other live traffic cam rams. this is a live look at the golden gate bridge. so far, so good all the way through marin county. southbound 101 looks great through san rafael down towards the waldo tunnel. this is obviously a live look across the span. traffic heading towards the toll plaza. 13 minutes is that drive time between 580 and the pay gates. otherwise, we have a traffic camera now in danville.

southbound 680 looks nice all the way through the san ramon valley. looks great heading out of walnut creek. you can see all green on the traffic sensors. so most areas still moving at the limit. the one slower spot is through the altamont pass and livermore. drive time is in the yellow, 20 minutes now because of some brake lights through livermore but mass transit is still on time. that is traffic. back to you guys. >> thank you. new this morning, a man arrested for arson in san jose. police say a man set fire to a home just before 3:00 this morning. the suspect was arrested at the scene. police say mental illness may have played a role in the arson. there were no injuries and the fire was put out in about 15 minutes. other bay area headlines, a man is now admitting he killed two people at the richmond/san rafael bridge toll plaza. nathan burris is representing himself at his trial in martinez and yesterday, during cross-examination, he said, quote, i did it. so what?

in august of 2009, burris allegedly gunned down his ex- girlfriend and her male friend. if convicted, he could get the death penalty. a san francisco supervisor's committee unanimously approved the nudity ban yesterday. the ordinance now moves to the full board for a vote. if approved, fines will start at $100. nudity, however, will be allowed during events like the folsom street fair. >> there you go. coming up, a pile is busted for carjack -- a pilot is busted for carjacking just hours before he is supposed to fly a plane. >> a possible alzheimer's breakthrough. the test that could predict the disease before symptoms appear. and you could save hundreds."

for a bizarre carjacking. >> the arrest happened just hours before he was scheduled to fly it japan. joe hailey says a man jumped into the back seat of his rental at a hotel near the airport. the man appeared intoxicated and refused to get out. investigators say that man was 43-year-old a pilot for omni air. hailey said he was forced to pull out his gun. he struck the pilot several times. >> he has no idea how fortunate he is to be alive. if my wife and my sons in the car would have killed him instantly. wouldn't even blink. >> hailey got out of the car to help. carey was eventually arrested for a dui. it turns out the victim is a retired delta pilot. >> wow. >> what a coincidence. 5:55. a new development in the early detection of alzheimer's disease. researchers have tested people in their 20s who could inherit the illness and have found changes in their brains and in spinal fluid. now there are hopes for developing a test that can
